First of all make sure that you absolutely cannot get a new PC within your budget. Maybe you like a powerful machine, which is beyond your means. But analyze your needs, and decide whether you will be able to work with a less powerful machine, which would be within your budget. If that cannot be done, then you can move on to finally buying a used computer.
Firstly check out the online vendors, visit the websites of reputed companies that are involved in the business of selling refurbished computers. The bigger companies usually give a warranty extending from 45 to 90 days. Moreover you may be able to extend your warranty to a few years as well. Buying a computer online has a few hazards associated with it, since you are not present there to inspect the machine, an unscrupulous seller can be vague about its features, and get away with it later on.
So you should make a list of features, you expect to have in the PC that you have selected to buy, and then get confirm it with the seller by email. This will ensure that if later on you find any promised features missing, the seller would not be able to duck out of the matter. You should get all details, including memory, operating system, hard drive, processor, etc from the seller in email and once you get the machine, check to make sure that you have been delivered what was promised. Request for a ground delivery as the machine may get damaged when delivered by air.
