The basic purpose of this program is to support postsecondary education students who have achieved academic excellence over the years and promise to do so in future also. This program is administered and organized by The State Educational Agencies (SEA). This is a program by the US Federal Government Agency and aims to give all possible scope to the new achievers. This program covers about fifty states which includes, Puerto Rico, American Samoa, Guam, Palau, and so on.

How are the students awarded?

The state agencies take care of the award allotments. It is mandatory for all the students, who wish to obtain this scholarship, to put an application in their respective states. It is expected that all the students would follow a particular type of application procedure as stated by their State. The selection procedure that the U.S Secretary of Education has laid down will have to be adapted. The contact person of the State Education Agency regularly mails the performance reports to the US Department of Education.

The State defines that the students who satisfy the criteria of the program are the ultimate beneficiaries. These students would be getting adequate benefits from the Federal agency.

According to the program law, the students must submit their application before the given time and the awards would also have to be distributed before the end of the secondary academic year in schools.
